USCIS Revised Instructions for Re-entry Permits and Refugee Travel Documents

Immigrants who are thinking about leaving the US for an extended period will need to review the recent revisions that US Citizenship Information Services issued for their Application for Travel Documents.  A re-entry permit is a travel document that is issued to legal permanent residents that will usually allow them to remain outside of the US for up to two years at a time. Any permanent resident (green card holder) who intends to remain abroad for more than a year should apply for a re- entry permit to preserve their residency. It is important to note that if you intend to apply in the future for citizenship, absences from the United States for one year or more will generally break the continuity of your required continuous residence in the United States

The changes, which became effective on March 5, 2008, require that all applicants between the ages of 14 through 79 provide biometrics (e.g. fingerprints and photographs) at a local USCIS Application Support Center. This will need to be done well in advance of the intended date of departure. USCIS will notify applicants of their appointment after they submit the re-entry permit (I-131) application. These changes will permit USCIS to conduct more in-depth background checks on applicants. Immigrants, who have been arrested no matter where or when, are advised to contact their local Irish Center or seek the legal advice of a reliable immigration attorney before applying for any immigration benefit.
